Virginia Fentanyl Suspect with Prior Deportation Order Linked to Student Overdoses

Federal authorities have identified an individual from El Salvador, who has been subject to a final deportation order since 2024, in connection with fentanyl distribution charges near a Virginia high school. This arrest occurred after he was apprehended and subsequently released on bond at the Texas border in 2016, according to information from the Department of Homeland Security.

Isaac Melendez-Carranza, 31, was taken into custody on August 20. He faces charges of distributing fentanyl within a restricted distance of 1,000 feet from a school facility. Mr. Melendez-Carranza is currently incarcerated without bond at the Loudoun County Adult Detention Center.

Undocumented Status and Enforcement History

A final order for his removal from the United States was issued by an immigration judge on July 18, 2024, as confirmed by DHS. Less than a month after this order, on August 16, 2024, Melendez-Carranza was encountered by authorities in Sterling, Virginia, though no enforcement action was initiated at that time, DHS reported. The department attributed this lack of action to policies of the current administration.

His initial entry into the U.S. occurred on May 3, 2016, when U.S. Border Patrol apprehended him near Hebbronville, Texas, after he crossed the Rio Grande without authorization. He was subsequently released on bond on July 13, 2016, according to DHS records.

Ties to School Overdoses

The Loudoun County Sheriff’s Office had previously identified Melendez-Carranza as a suspected narcotics dealer, believing him to be connected to a series of overdoses that affected students at Park View High School in May. During a search of his residence, deputies confiscated approximately 100 pills and about $1,000 in currency.

In May, several students from Park View High School required hospitalization due to suspected overdoses. At the time, Loudoun County Public Schools confirmed that two students experienced non-fatal suspected overdoses during school operating hours. District officials also stated that other students were transported to a nearby hospital for assessment after displaying related symptoms. The school system indicated that it was not immediately clear if these incidents were linked or if controlled substances were definitively involved.

Sheriff Mike Chapman described the situation as exceptionally concerning, highlighting the issue of illegal drugs infiltrating the local student population.

Official Statements and Future Action

The sheriff's office has confirmed that Melendez-Carranza will be transferred into the custody of Immigration and Customs Enforcement (ICE) upon the completion of his local legal proceedings.

"He’s here illegally," Sheriff Chapman stated. "I think he came in about 10 years ago. He shouldn’t be here, and perhaps if he wasn’t here, this would not have happened, so we take that quite seriously. There is a detainer on him from ICE, so once he is done with his charges here, he will be released to ICE."

The sheriff's office indicated that additional arrests in connection with this case are possible, though no specific timeline was provided. Sheriff Chapman reiterated that ICE has indeed placed a detainer on Melendez-Carranza, ensuring his transfer to federal immigration authorities once his current local criminal charges have been resolved.

"Under President Trump and Secretary Mullin, ICE is targeting the worst of the worst. Nearly 70% of ICE arrests are of illegal aliens charged or convicted of a crime in the U.S.," a Department of Homeland Security representative stated.
