While international focus largely centers on the movement of oil tankers through the Strait of Hormuz, a leading petroleum geologist suggests that a more profound energy crisis is unfolding far beneath the surface, one that could persist long after any political resolution to current conflicts.
"This situation holds the potential to be a transformative global event, even if political disagreements are resolved," stated the geologist, Arthur Berman. He elaborated, "The more significant, long-term issue is that approximately 8 million barrels of oil production from the Persian Gulf region are currently offline, contributing to a global production deficit of around 10 million barrels per day." Berman further emphasized that while concerns about the precise volume of oil transiting the Strait are valid, "ultimately, those vessels require crude oil to transport."
An administration official, providing comments on background, highlighted the subsequent drop in oil prices after the Memorandum of Understanding was signed. The official affirmed that the Strait of Hormuz remains operational, with U.S. naval forces actively maintaining a blockade.
The Scope of Production Loss
Berman's assessment of offline production in the Gulf aligns generally with recent evaluations from the International Energy Agency (IEA). The IEA's Oil Market Report from August 12, 2026, noted that while Gulf oil production saw an increase of 2.5 million barrels per day (mb/d) in July, reaching 23.9 mb/d, it still stood 8.3 mb/d below pre-conflict levels. The agency also reported that global oil supply was 6.3 million barrels per day (bpd) lower than the previous year.
The U.S. Energy Information Administration (EIA) provided a slightly different calculation, estimating average production shut-ins at 5.5 million bpd for July. The EIA cautioned that ongoing restrictions on transit through Hormuz necessitated an upward revision of its forecast for shut-in production in August. While the EIA anticipates a return to pre-conflict production and trade patterns by early 2027, it indicated that some Gulf producers might not achieve their former output levels within its forecast timeframe.
This distinction is crucial, as public discourse has largely focused on the 'midstream problem' — the safe passage of tankers through Hormuz. However, Berman contends that the 'upstream problem' — the actual extraction of oil — poses a far more persistent challenge.
Complexities of Restarting Oil Wells
He explained that reactivating an oil well involves re-establishing complex connections between surface equipment and subterranean reservoirs located thousands of feet below. Prolonged closures, he noted, can lead to internal complications within both the reservoir and the well infrastructure.
"This isn't a simple flick of a switch, like a light bulb," Berman cautioned. "It's an intricate, high-risk, and relatively lengthy process, and the ultimate results are uncertain." Berman projected that approximately 80% of the impacted wells might eventually resume near their prior production capacities, though this could require several weeks or even months. He added that a significant portion of the remaining wells might necessitate extensive engineering interventions, and some could ultimately operate at reduced output. "A portion of that production will be permanently lost," he forecast.
While other energy analysts acknowledge the significant technical hurdles in restoring Gulf production, Wood Mackenzie offers a more hopeful outlook than Berman regarding the eventual recovery. Their analysis suggests that oil fields impacted by the Hormuz situation could regain about 70% of their former output within three months and 90% within six months, provided a structured restart is implemented. The remaining approximately 1 million bpd could require a much longer recovery period.
Lingering Challenges Beyond Political Agreements
Berman also cautioned against the assumption that a ceasefire or political accord would instantly reinstate pre-conflict energy transport. Shipowners, insurance providers, and crews would first need to be assured of the safe passage of tankers through the critical waterway. Furthermore, various logistical and security concerns could persist even after governments reach a consensus. "A basic political agreement does not signify the end of the problem," Berman emphasized.
Berman's analysis extends beyond merely foreseeing a sluggish recovery in the oil market. He asserts that the Persian Gulf conflict constitutes a foundational disruption to the global energy and economic framework, with repercussions that will endure long after the immediate crisis subsides. "This isn't merely a fleeting news story," Berman commented. "It could be a truly transformative global event, even if we successfully address the political dimensions."
Global Impact and U.S. Vulnerability
Despite the United States being the world's leading oil producer, Berman argues that this does not shield American consumers from the ongoing disruption. He pointed out that U.S. refineries process various grades of crude oil to yield the nation's diverse array of petroleum products, including gasoline, diesel, and jet fuel. This dependency means that domestic production alone cannot entirely insulate the U.S. from fluctuations in international markets.
"The challenge for the U.S. isn't a lack of oil; we nearly have enough," Berman explained. "Instead, the issue is that the available domestic oil isn't always the specific type required" for the full range of products U.S. refineries manufacture. The EIA reported on July 15 that the disruptions in Hormuz had already prompted international buyers to seek alternative petroleum product sources, which in turn contributed to increased U.S. refinery margins, output, and exports.
The duration of the conflict's economic repercussions, once hostilities cease, may hinge on whether the recovery unfolds as projected by the EIA or faces the technical impediments highlighted by Berman. For Berman, the central inquiry has evolved beyond merely when tankers will resume normal operations in Hormuz. Instead, he questions whether the post-conflict global energy system will ever function precisely as it did previously.
The White House, however, dismissed concerns that the current disruption poses a permanent risk to U.S. energy security. The administration cited record American oil production and attributed the instability in the vital shipping lane to Iran. A White House spokesperson stated, "The Iranian regime’s aggressive actions in the Strait of Hormuz demonstrate the critical need for our allies to invest in dependable, cost-effective, and secure energy supplies and to forge new collaborations with the United States to bolster global energy security."
