Manhattan Mayor Offers Limited Details on Growing West Side Homeless Encampment

Mayor Zohran Mamdani addressed questions Monday regarding a rapidly expanding homeless encampment situated near the Intrepid Museum, offering few specific details despite growing concerns from New York City residents.

The sprawling settlement extends approximately 12 blocks along Manhattan's West Side, covering 11th Avenue from 34th to 46th Street. Observations describe the area as populated with tents, various pieces of furniture, discarded needles, and items believed to be stolen. Additionally, residents have voiced complaints about overt drug use and prostitution occurring within the encampment.

When questioned about the encampment, which is located in a prominent area as New York City anticipates a surge of visitors for the FIFA World Cup, Mayor Mamdani stated that municipal authorities would “look into the details of that.”

City's Approach to Encampment Clearance

He elaborated on the city's established guidelines, explaining that homeless encampments can only be dismantled after the Department of Homeless Services (DHS) has conducted consistent daily outreach for a period of seven days, following an initial formal notice.

The objective of this sustained outreach, Mamdani clarified, is to cultivate trust and effectively connect individuals experiencing homelessness with essential services, including medical care or housing assistance. He added that following the seventh day after notification, the encampment is scheduled for removal.

Mamdani emphasized, “We are focused on connecting New Yorkers to shelters and on establishing a pipeline to stable housing, not just moving New Yorkers from one place to another place.”

Local Concerns and Rapid Expansion

The encampment has reportedly been expanding for several weeks, with workers in the vicinity observing a steady increase in its population.

An employee at the nearby Intrepid Museum remarked on the long-term presence, stating, “These people have been here forever.”

A maintenance supervisor at the adjacent Jacob K. Javits Convention Center conveyed that despite repeated attempts to clear various sections of the encampment, the settlement continues to grow and relocate. The worker described the situation as “crazy,” noting that “The cops and the sanitation guys and the outreach guys, they clean up one spot and after that day, the next day they’re over here. Then they’re over there. They’re kind of just spreading around.”

He further elaborated, “We kicked them out, now they’re over here.” The supervisor concluded, affirming its growth, “One thing is for sure though, there are more today than there were last month, that’s for sure.”

Public records indicate that 48 complaints concerning homelessness along this particular stretch of the West Side have been registered through the city's 311 service this year, with 30 of those complaints filed in the past month alone.
